Seoul Metropolitan Government is developing a digital platform for disaster response using big data and artificial intelligence (AI).
Seoul Fire & Disaster Headquarters said the platform will combine the advanced technologies with accident information it holds to inform disaster response from 119 reporting to on-site rescue and recovery stages.

SMG said this year’s goal is to create the Seoul 119 big data centre that will manage 119 dispatches and fire administration information and create a 3D map of disaster-prone facilities for firefighters to use when rescuing lives.
The technology infrastructure will integrate information about 119 calls, dispatches and field information as well as disaster data from related agencies.
The 3D mapping project targets 626 disaster-prone facilities, including nursing homes and welfare facilities for senior citizens. It aims to finish mapping 68 facilities by the end of 2022.

The data centre will also serve as a public data provider for the National Fire Agency as well as SMG. There are also plans to develop an algorithm that guides paths for disaster prevention patrol by analysing each region’s time slots where disasters are most likely to take place.
The disaster response digital platform, which will be completed in 2026, will combine the scattered field response systems and enable disaster and dispatch information to be seen on monitors installed in mobile command vehicles.
The algorithm for the preventive patrol paths will generate big data encompassing fire, rescue, first aid, life safety, and dispatch data accumulated over the past two decades.
After analysing the data, it will visualise time slots and areas prone to disasters. This will be helpful for the fire department in choosing its preventive patrol paths.
“Seoul’s urban structure is becoming more and more complicated due to skyscrapers and increasing underground facilities. As a result, it is difficult for us to predict the scope and scale of the potential damage,” said Choi Tae-young, head of the Seoul Fire & Disaster Headquarters. “We will use the new digital platform for disaster response based on AI and big data to swiftly and effectively deal with disasters.”
