The Line smart city is one of the developments to be built within Neom
The masterplanned region, Neom, being built on a greenfield site in Saudi Arabia, has awarded drill and blast tunnelling contracts for work on the region’s infrastructure.
It is considered one of the world’s largest transportation and utility infrastructure projects. In a statement, Neom said the work is an essential element in ensuring it continues to meet its development schedule.
Joint venture groups
Two joint venture groups will undertake the project, which is separated by lower and upper geographies, with the first contract awarded to FCC Construction SA/China State Construction Engineering Corporation/Shibh Al-Jazira Contracting Company Joint Venture (FCC/CSCEC/SAJCO JV), and the second to Samsung C&T Corporation /Hyundai Engineering and Construction Co/Saudi Archirodon Company Joint Venture (SHAJV).
The tunnels work will provide over 28km in length and provide separate tunnels for high-speed and freight rail services – making the movement of people and goods faster, safer, and easier.

The rock excavated as part of this tunnelling project will be processed for subsequent reuse within the permanent concrete lining of the tunnels and other projects within Neom to ensure minimal impact to natural landscapes.

Neom’s vision of the new future, was established by Mohammed bin Salman, crown prince and chairman of the Neom Company board of directors.
Developments within Neom include The Line smart city and Oxagon, a reimagined industrial area, as well as Trojena, a sustainable mountain tourism destination. According to the kingdom, The Line will mark the first time in 150 years that a major urban development has been designed around people, without cars and streets. It will also be built around nature, rather than over it, preserving large areas of land for conservation.
Walkability will define life in the city with all essential daily services, such as schools, medical clinics, leisure facilities, as well as green spaces within a five-minute walk.
Ultra-high-speed transit and autonomous mobility solutions will make travel easier between the communities and give residents the opportunity to reclaim time to spend on health and wellbeing. It is expected no journey will be longer than 20 minutes.
